- Clermont local knowledge

If you are looking for a roofer in Clermont, FL, the odds are good that your house was built between 1995 and 2010 and the roof on it is the original one. The median Clermont home dates to 2006. Kings Ridge went up from 1995 to 2000, Greater Hills from 1989 to 1999, Weston Hills from 1997 to 2003, Legends from 2000 into the 2010s, Summit Greens from 2001 to 2006. Those are not old houses by Florida standards, but a shingle roof installed in 2003 has now sat through 23 summers, a string of named hurricanes from Frances to Milton and one baseball-size hail event, and your insurance company has started to notice.

Pro Specialty Services is a Florida-certified roofing contractor (CCC1335465) based at 3105 Kurt St in Eustis, roughly 25 road miles and 40 minutes north of Clermont by SR 19 and SR 50. We are the roofers in Clermont who would rather be checked than believed: a Clermont roofing company you can look up by license number, and a roofing contractor who answers the phone himself. We built this site for the Clermont roofing questions the big directory listings do not answer: whether a 2004 roof in Legends can be patched or has to be replaced under the 25 percent rule, which of the two permit offices your parcel belongs to, what the insurer's letter about a four-point inspection actually requires, and what a replacement really costs.

Every visit starts the same way: a free inspection with photographs, a short written summary, and one of three honest answers. Nothing needs doing. A repair will hold, with a 1-year workmanship warranty. Or the roof is done and a replacement with a workmanship warranty of up to 10 years is the better use of your money. We say which, and we show you the photos that back it up.

Clermont's "new" houses have 20-year-old roofs

Clermont grew fast in one specific window, and the roofs from that window are now aging in a group. The American Community Survey puts the city at 46,853 people in 19,445 housing units with a median build year of 2006, a median home value of $418,400 and 68.1 percent owner-occupied. Manufactured homes are only about 2 percent of the stock, which is the opposite of Leesburg. Clermont is a site-built, subdivision, HOA town, and its roofs fail the way subdivision roofs fail: a whole street at once.

CommunityBuiltRoof age in 2026Where the insurance thresholds fall
Greater Hills1989 to 199927 to 37 years (if original)Past the 15-year statute point and the 20-year four-point point; original shingle past Citizens' 25-year line
Kings Ridge1995 to 200026 to 31 years (if original)Same: most original roofs here have already been replaced once or are overdue
Weston Hills, Louisa Pointe, Hills of Clermont1997 to 200323 to 29 yearsPast 15 and 20; approaching or past 25
Legends, Skyridge Valley, Summit Greens2000 to 2006 (Legends to about 2014)20 to 26 years on the early phasesCrossing the 20-year four-point line now
Hartwood Reserve, Southern Fields, Overlook at Lake Louisa2005 to 201016 to 21 yearsPast 15; the first ones hit 20 this year
Heritage Hills, Vista Grande2007 to 20233 to 19 yearsEarly phases cross 15 now; later phases are storm-repair territory, not age
Esplanade at Highland Ranch, Johns Lake Landing, Serenoa, Waterbrooke2014 to 20251 to 12 yearsBuilder-warranty and storm questions only

The thresholds in that right-hand column come from two places. Florida Statute 627.7011(5) says an insurer may not refuse to write or renew a policy solely because a roof is under 15 years old; once it passes 15, you can get an inspection showing at least five years of useful life and the carrier may not refuse on age alone. Licensed roofing contractors are among the inspectors the statute names. Citizens adds its own rules: a four-point inspection on homes over 20 years old, and documentation of five-plus years of remaining life on shingle roofs over 25 years old (50 for tile and metal). Our free roof inspection in Clermont page explains which report answers which letter.

Repair or replace? The March 1, 2009 code line that splits Clermont

Here is the single most useful thing a Clermont roofer can tell you before a storm. Florida's existing-building code says that when more than 25 percent of a roof section is repaired, replaced or recovered within 12 months, the whole section has to be brought to current code, which means replacing it. Since 2022 there has been an exception in Florida Statute 553.844(5): the rule does not apply to a roof that was built or replaced to the 2007 Florida Building Code or later. The 2007 code took effect on March 1, 2009.

So a Clermont house built in 2006 with its original roof is on the old side of the line: a hail or wind repair that crosses a quarter of one slope forces a replacement of that slope. The same house with a roof replaced in 2015 is on the new side, and a bigger patch stays a patch. Southern Fields, Hartwood Reserve, Overlook at Lake Louisa, late Legends and the first Heritage Hills streets were all built in the years right around that date, and we have to check the permit record, not the build year, to know which rule applies to your roof.

That is why our repair estimates measure the damaged area against the section and put the arithmetic in writing. A repair the inspector will not pass has to come back off. A replacement the code never required is the most expensive repair there is.

What the weather in Clermont actually does to a roof

Clermont sits on the northern end of the Lake Wales Ridge, in Lake County's 130 to 140 mph design-wind band, outside the high-velocity hurricane zone and outside the wind-borne debris region. The code does not ask for coastal retrofits here, and a roofer who tries to sell you one is guessing at best. What the weather here does do is specific and on the record:

  • Rain. The Clermont 9 S weather station's 1991 to 2020 normal is 50.64 inches a year, nearly seven inches more than Leesburg's airport. Hurricane Milton alone dropped 10.83 inches on Clermont on October 9 and 10, 2024, per the National Hurricane Center. Irma left 9.17 inches in 2017.
  • Wind. Milton's Lake County gusts ran 55 to 75 mph and damaged 285 structures countywide with no tornado confirmed in the county. The damage was wind-driven rain under lifted shingles and failed flashing, not roofs torn off. Hurricane Frances in 2004 produced a 64 mph gust at a Clermont home weather station.
  • Hail. On 4/25/2023 the National Weather Service logged 2.75-inch hail, baseball size, at Lake Louisa and Four Corners and at Mascotte, with 52-knot winds at Clermont, Groveland and Mascotte. Hail that size bruises shingles without tearing them, and the granule loss shows up as leaks years later. That event is now three and a half years old on roofs nobody has looked at since.
  • Lightning. Vaisala's 2022 report named Four Corners, the unincorporated area where Lake, Orange, Osceola and Polk meet, the lightning capital of the United States at more than 1,200 events per square mile. Strike damage to vents, ridge caps and decking is a legitimately local repair in 34714.

Over seven decades Lake County has recorded 61 tornadoes, 103 hail reports and 132 severe-wind reports, peaking in spring and early summer. The storm damage roof repair in Clermont page explains how to document any of it before a contractor climbs your ladder.

- What we see

Where to start: Clermont roofing services by problem

This site is organized around the questions Clermont homeowners actually search, so each service has its own page with the details.

  • Roof repair: leaks, lifted shingles, flashing, pipe boots, tile slips, storm patches and tarping, with a 1-year workmanship warranty on the repaired area.
  • Roof leak repair: where 1995 to 2010 Clermont roofs leak, how we trace the entry point from the attic, and what to do in the first hour.
  • Storm damage roof repair: emergency dry-in, photo documentation, a written scope, and insurance language that stays on the right side of Florida law.
  • Roof replacement: the honest cost drivers, the 25 percent rule, the secondary water barrier the state requires, and a workmanship warranty of up to 10 years.
  • Metal roofing: standing seam versus exposed fastener, the HOA approval reality in gated communities, wind ratings and heat.
  • Tile roof repair: for Esplanade at Highland Ranch and the other tile streets, where the tile outlives the underlayment under it.
  • Free roof inspection: the free condition inspection, and the paid four-point and wind mitigation reports your insurer asks for.
  • Shingle roofing: the roof most of Clermont has, in three written tiers (Pro 2 / Pro Plus 5 / Pro Max 10 years of workmanship), with GAF System Plus available.

Five local guides answer the questions that come up before a roofer is even called: roof maintenance by the decade your roof was built, how to choose a roofer in Clermont, HOA and ARC roof approval, Clermont roof permits (city versus county) and roofing in Four Corners, 34714, for owners who are not in the driveway.

Financing is available for qualified homeowners on replacement, metal and tile projects; the financing page explains where to see the options.

“The attention to detail really shows”

We couldn’t be happier with Pro Specialty Services! They took what was basically an unusable porch and completely transformed it into a beautiful, functional space that we now use for exercise, recreation, and watching nature. We had a serious water problem where rain would literally create a waterfall between the door from our house and the porch. Caleb figured it out, fixed the issue, and improved the pan roof so it actually does its job now! They went far beyond just fixing the water issue. They removed the old paneling, treated the mold, replaced rotten supports, and completely redid the exterior and interior walls. The old jalousie windows that were on every wall of the porch were replaced with beautiful, functional windows and solid wall sections. They also replaced the ceiling tiles and rusted ceiling rails, upgraded the old fluorescent lights to flat-panel LEDs, and replaced the exterior door with one that actually closes, locks, and has a proper threshold. He even worked to create a custom vent opening for our portable AC/dehumidifier, which allows us to keep the porch at a comfortable temperature and protect the things we have stored out there. They also repaired a deteriorating soffit on the front of the house and did a great job making all the new materials blend with the existing house. The attention to detail really shows. Caleb was fantastic throughout the entire process. He kept me involved with material selections, checked in regularly, answered all my questions, and genuinely cared about making sure we were happy with the finished product. The crew was professional, respectful of our property, and fun to have around. They even came back and put our car tent back up after we had to move it for access to the backyard. They cleaned everything up when they were finished, too! We went from having a porch that was basically just a storage area exposed to Florida’s heat, humidity, and rain to having a comfortable, usable extension of our home. Pro Specialty Services didn’t just fix our porch, they completely transformed it. We absolutely love the finished space and would highly recommend them!

- Permits & licensing

Why a state-certified roofing contractor in Clermont, FL matters

Florida licenses roofers two ways. A registered contractor may work only in the local jurisdictions that registered them. A certified contractor is licensed by the state and may work anywhere in Florida. Pro Specialty Services holds state certifications as a roofing contractor (CCC1335465 and CCC1332012), a general contractor (CGC1538852) and a residential contractor (CRC1332909). All four are searchable on the Department of Business and Professional Regulation site, and we would rather you checked than took our word.

In Clermont that distinction has a practical edge. Part of our service area is inside the city limits and the rest, including all of Four Corners, is unincorporated Lake County. A certified license covers both without a second registration. The general and residential licenses matter when a leak has rotted a fascia run, a soffit or a section of wall sheathing, because the same company can rebuild the wood instead of handing you to a second contractor.

We carry liability insurance on every job and send the certificate with the estimate. Unlicensed roofing offers multiply after every named storm; the how to choose a roofer in Clermont guide has the twenty-minute checklist for verifying any roofer, including us.

- Deep dive

A Clermont roofing company you can look up

Pro Specialty Services holds Florida Certified Roofing Contractor license CCC1335465, and that number is the fastest way to check us: search it at myfloridalicense.com for the status, then search the company in the City of Clermont's eTRAKiT permit portal or Lake County's permit portal in Tavares for the permits pulled under it, and on Sunbiz for the corporation behind it. The about Pro Specialty Services page has the owner, the four licenses, the two named guarantees and what we will not do, and the Clermont roof permits guide shows where each permit record lives, so you can verify the contractor before you book the inspection.

- Permits & licensing

Clermont roofing permits: two offices, one mailing address

A Clermont address does not tell you who issues your roofing permit. The parcel does.

  • Inside the city limits, which covers downtown and most of 34711: City of Clermont Building Services at City Hall, 685 W Montrose St, Clermont 34711. Main line (352) 394-4081, Building Services (352) 241-7315. Re-roof permits are issued over the counter through the city's eTRAKiT portal. The city charges six cents per square foot with a $78 minimum, requires Florida Product Approval numbers for every component, and requires a notarized Re-Roof Affidavit with photographs of the sheathing fastening, underlayment, drip edge, starter and flashing before the final inspection.
  • Unincorporated Lake County, which includes Four Corners and all of 34714 plus pockets of 34711 and 34715: Lake County Office of Building Services, 315 W Main St, Tavares 32778, (352) 343-9653. Residential re-roofs are auto-issued online, a notarized re-roof affidavit is filed at final, and detached single-family homes built before March 1, 2002 must have the roof sheathing re-nailed with 8d nails at six inches on center.

Either way, a job over $5,000 needs a Notice of Commencement recorded before the first inspection. We are registered with both offices, pull the permit in our name, photograph the stages each office wants to see, and schedule the final. The Clermont neighborhoods we serve page lists which communities are usually which, the roof permits guide covers both offices in full, and we confirm the jurisdiction on the property appraiser record before filing anything.

- Our process

How a free roof inspection in Clermont works

You call the number on this page or book a window online. We confirm, usually within 48 hours on weekdays, and active leaks go ahead of routine visits. On the day, one of us walks the roof when the pitch and surface allow it; on a wet tile roof or a steep two-story in Legends we work from the ladder, the attic and binoculars rather than put boot prints on it.

We photograph every penetration, valley, wall flashing, skylight and soft spot, check the attic side of the decking for staining and daylight, and look at gutters, soffit and fascia from the ground. Tell us anything odd you have noticed: a musty closet, a dark line on the lanai ceiling, granules at the downspout, a stain that only appears after a west wind. Those clues point at the entry.

  1. Nothing needs doing. It happens often, and the summary says so.
  2. A repair will hold. You get a written repair price, the scope spelled out, and a 1-year workmanship warranty on the repaired area.
  3. The roof is done. You get a written replacement price with the decking terms in the contract, a workmanship warranty of up to 10 years, and a note on financing if you want to see it.

No pitch at the door and no obligation. If your community has an architectural review committee, we pull its guidelines from the management office and prepare the submission; the HOA roof approval guide explains what goes in it. If you need a four-point or a wind mitigation inspection for an insurance letter, those are separate paid reports and the free roof inspection in Clermont page explains the difference so you order the right one.

- Cost & pricing

What a roof costs in Clermont, and why the number moves

Clermont searchers ask the price out loud, so here is how we answer it. We do not quote from satellite photos, because the biggest variables are invisible from above: the condition of the decking, the number of layers, the pitch, and how close the truck can get to the eave. What we can tell you is what moves the number and where our real recent proposals landed.

  • Size. Roofs are priced by the square, 100 square feet including waste. A single-story Kings Ridge villa and a two-story Hartwood Reserve house with a bonus room are not the same job.
  • Pitch and access. Clermont's hills put a lot of garages below the house and a lot of pool cages behind it. Steep and hard-to-reach costs more to load and clean up.
  • Layers and decking. A second layer of shingles doubles the tear-off. Rotten decking is priced per sheet in the contract before we start, and we photograph every sheet we replace.
  • Material. Architectural shingle is the entry point; metal and tile cost more up front and last longer. Skylights, chimneys and solar panels that must come off and go back on are line items.

The main Pro Specialty Services site publishes the actual range of our recent full-replacement proposals, drawn from written estimates and updated when material prices move, on its roof replacement prices page. The roof replacement in Clermont page here walks through what a Clermont-specific quote includes.

- Warranty

Two written promises on every Clermont contract

Both of these are printed on a one-boot repair and on a full tile re-roof alike.

Leak-Free Promise. If our work leaks during the workmanship warranty, we are on site within 48 hours and fix it at no cost to you. No claim forms, no service fee, no trip charge. If the roof is not safe to work on within 48 hours, we tarp or dry it in first and finish when conditions allow. This covers leaks caused by our installation, not new storm damage, another contractor's work or changes you make later.

Price-Is-the-Price. The number on your contract is the number you pay. The only common change order on a re-roof is rotten decking, at a per-sheet price written into the contract before tear-off. Any other hidden-condition work needs your written approval first. No surprise dump fees, no permit add-ons, no upgrades discovered "while we were up there."

The reviews page shows every Google review of the company verbatim, under the reviewer's own name. None of them is from Clermont yet, and we say so there rather than pretend otherwise.

Pro Specialty Services is a real Lake County roofing contractor with an office at 3105 Kurt St in Eustis, about 40 minutes from Clermont. The owner answers the phone, the inspection is done by our own people, and the permit is pulled in our own name with the City of Clermont or Lake County. We do not sell leads to anyone. We are honest that our completed work so far is elsewhere in Lake County; the reviews page shows it verbatim.
If the parcel is inside the city limits, which includes downtown and most of 34711, the permit comes from City of Clermont Building Services at 685 W Montrose St, (352) 241-7315. If it is unincorporated Lake County, which includes all of Four Corners and 34714 and some parcels in 34711 and 34715, it comes from Lake County Building Services in Tavares, (352) 343-9653. We confirm which on the property appraiser record and pull it for you.
Read the letter for the form name. If it asks about remaining useful life on a roof over 15 years old, a licensed roofing contractor can inspect and document that under Florida Statute 627.7011(5). If it asks for a four-point, that is a separate report covering roof, electrical, plumbing and HVAC. If it asks for a wind mitigation form, that is OIR-B1-1802, and the 04/26 revision is mandatory for inspections dated on or after 04/01/2026. Our inspection page explains all three; the free condition inspection is separate from the paid reports.
Often, yes. The 25 percent rule applies per roof section, so hail or wind damage confined to one slope is frequently under the limit even on a roof installed before March 1, 2009. We measure the damaged area against the section and put the calculation in your written summary. If the damage crosses a quarter of a section on a pre-2009 roof, the code requires replacing that section, and we tell you that instead of doing a repair that fails inspection.
Yes. A like-for-like repair rarely needs architectural review. A color change, a switch to metal, or a full replacement usually does. We do not claim to know every community's approved colors; what we do is pull the current guidelines from your management office, prepare the submission with the product data and color samples they ask for, and wait for approval before ordering material.
It depends on squares, pitch, access, layers, decking condition and material, so we put a number on paper only after someone has stood on the roof. The main Pro Specialty Services site publishes the real range of our recent full-replacement proposals on its roof replacement prices page, and our roof replacement page here explains each cost driver. Financing is available for qualified homeowners through a third-party lender.
That is your carrier's decision, and we never promise an outcome. What we do is inspect, photograph and write a plain-language scope, and meet the adjuster on the roof if you ask. We are roofing contractors, not public adjusters: we do not file or negotiate claims, do not interpret your policy, and never offer anything of value for an inspection or a claim, because Florida law forbids it.
Repairs carry a 1-year workmanship warranty on the repaired area. Full replacements carry a workmanship warranty of up to 10 years (by roof tier), transferable once to a buyer. Both include the Leak-Free Promise: if our installation leaks, we are on site within 48 hours at no cost. Manufacturer warranties on shingles, tile, metal panels and underlayment are separate and go with the product you choose.
